Sajungjeon is a workspace for the king and his servants.

The King discussed the living of people in Joseon, and the policies for them.

The king had been briefed the news from all over the country by his servants every day.

There are additional buildings around Sajungjeon, that have an ondol(Korean floor heating system).

So the king and servants could discuss policies on severe winter.
